Nigerian National Broadband Plan 2020 — 2025

70% broadband penetration by 2025; min. 25 Mbps urban / 10 Mbps rural.

Statutory basis

Nigerian Communications Act 2003; National Information Technology Development Agency Act 2007

Successor to the NBP 2013–2018. Targets 70% broadband penetration by 2025, with minimum service speeds of 25 Mbps in urban areas and 10 Mbps rural. Implementation through licensed Infrastructure Companies (InfraCos) on a per-geopolitical-zone basis. NCC-published broadband penetration figures stood at 44% in mid-2024 — implying the 70% target will not be met by 2025.
