Eight-pillar framework: developmental regulation, digital literacy & skills, solid infrastructure, service infrastructure, digital services development & promotion, soft infrastructure, digital society & emerging technologies, and indigenous content development & adoption. The Nigeria Startup Act 2022, which created the Startup Consultative Forum and the National Council for Digital Economy and e-Government, is the principal statutory anchor.
