The Federal Institute of Industrial Research, Oshodi (FIIRO) was established in 1956 as the West African Industrial Research Institute, restructured under federal control in 1957, and given its present name in 1972. Sixty-five years on, it remains the single Nigerian research institute most directly responsible for the staple-food technologies the country actually uses every day — and almost no one outside food science knows the name.
Four FIIRO process technologies define the catalogue.
## 1. Soy-ogi (1972 — present)
Ogi (*pap*, *akamu*) is the fermented maize/millet/sorghum porridge that weans most Nigerian infants. Its protein quality is poor — predominantly zein, low in lysine. FIIRO's soy-ogi process, developed by Dr Aderonke Akinrele and team in the early 1970s, fortifies traditional ogi with defatted soya at 25–30% by weight, raising protein-quality scores (PER) from ~0.8 to ~2.5 without altering culinary identity. The technology was transferred to UNICEF feeding programmes during the Biafran war recovery, and to commercial weaning-food producers (Cerelac competitors) through the 1980s.
It is, by quiet count, the single most consequential Nigerian public-nutrition innovation of the post-independence period — and it was a federal-laboratory output, not a multinational one.
## 2. Instant pounded yam flour (1979)
FIIRO's process for parboiled-then-dried yam flake that reconstitutes into the smooth elastic texture of *iyan* (pounded yam) was patented in 1979 (Nigerian Patent RP/NG/1979/447) and licensed to multiple Nigerian processors. *Poundo*, *Iyan-ija*, and the dozen-odd brands now stacked in every Lagos supermarket all descend from that process. The original FIIRO pilot line is still operational at the Oshodi headquarters.
The technology decoupled urban yam consumption from the labour of mortar-and-pestle pounding — without which yam would likely have shed market share to rice in the 1990s urban transition the way millet did.
## 3. High-Quality Cassava Flour (HQCF) (1990s — 2002 — present)
FIIRO's HQCF process is the unfermented, undegraded, food-grade cassava flour pioneered for the partial substitution of wheat in bread, biscuits and confectionery. Its 1990s development was the technical underpinning of the federal cassava bread initiative under Obasanjo (2002) and the renewed Composite Flour Inclusion Programme under Goodluck Jonathan (2011–15), which targeted a 20% HQCF substitution mandate in commercial bread.
The technology works. The substitution mandate did not — for reasons documented in Industries the Republic Built and Lost: the wheat-flour millers' political weight, the inadequate cassava-tuber supply chain, and the absence of a federal procurement guarantee. But the FIIRO process is now used by every Nigerian commercial HQCF producer (Thai-Farm International, Matna Foods, Psaltry International), with combined output around 60,000 tonnes/year as of 2023.
## 4. The wider catalogue
FIIRO has registered or patented processes for: cassava starch, gari quality-grading, sorghum-malt brewing (the 1987 federal grain-import ban response — see SAMMAZ), banana-fibre composites, beniseed (sesame) oil extraction, kenaf pulp, mosquito-coil base, and food-grade ethanol from cassava. The institute's process catalogue lists over 180 documented technologies, of which roughly 40 are in active commercial licensing.
## Why this is a Niprisan-rule breakthrough
FIIRO is a federal research institute. The processes are Nigerian-developed and Nigerian-patented. The downstream commercial uptake — soy-ogi weaning foods, instant pounded yam, HQCF bread substitution — is real and measurable in Nigerian households today.
FIIRO is also, like NIPRD, a study in what happens when the institutional architecture does not match the science. The HQCF mandate failed not because the flour failed but because no federal agency held the procurement guarantee in place across administrations. The institute's recurrent budget per scientist has fallen in real terms every year since 2014. The 2024 budget allocation of ₦4.8bn covered salaries, overheads, and roughly ₦300m of actual research. The reason the soy-ogi process still circulates is that the original 1972 patent has lapsed; the reason the HQCF process is in commercial use is that FIIRO licenses it almost free.
The institute survives the way much of Nigerian federal science survives — on the residual momentum of work done two and three generations ago, with the present generation maintaining instead of extending.
