23–26 May 1989 — Anti-SAP Riots (Lagos epicentre). Babangida's IMF Structural Adjustment Programme and a 1.40 → 7.40 naira/dollar devaluation trigger student-led uprisings; University of Lagos, YabaTech, LASU shut. Lagos Mainland sees barricades on Agege Motor Road, Western Avenue and Ikorodu Road; the Mobile Police kill at least 31 in Lagos alone (national toll 50+). The State Security Service crackdown that follows produces the OPCs of 1992 and the political-prisoner generation (Beko Ransome-Kuti, Femi Falana, Gani Fawehinmi).Economic Shock Cycle
Aug 1992 — formation of the Oodua People's Congress (Mushin). Frederick Fasehun convenes the founding OPC meeting at Mushin in response to Babangida's annulment-rehearsal politics; Ganiyu Adams' faction follows in 1999.
