National Health Insurance Authority Act 2022

The NHIA Act of 19 May 2022 replaces the 1999 NHIS Act and makes health insurance mandatory for all residents (citizens and legal residents) of Nigeria. The Implementation Framework operationalises mandatory enrolment, the BHCPF Vulnerable Group Fund (covering pregnant women, children under five, the aged, persons with disabilities and IDPs), and the establishment of State Social Health Insurance Agencies in all 36 states. Enrolment growth has been substantial in formal-sector and Lagos / FCT pilots but remains under 20% nationally.
