Provides the regulatory framework for the National Open University of Nigeria (NOUN, est. 2002) and for dual-mode programmes at conventional universities. NOUN is the largest single-institution enrolment in West Africa. The 2017 Policy permitted accredited NOUN graduates to enter the NYSC scheme — a 2012 dispute that was resolved in 2021 by an amendment to the NYSC Bye-Laws.
