The sixth edition of the National Policy on Education codifies the 9-3-4 system: 9 years of Universal Basic Education (6 primary + 3 junior secondary), 3 years of senior secondary, and 4 years of tertiary education. It is the operational framework for the curriculum bodies (NERDC), examination councils (WAEC, NECO, JAMB), and accreditation agencies (NUC, NBTE, NCCE). Federal Government education spending has not exceeded 8% of the national budget in any year since 2010, well below the UNESCO 15–20% benchmark referenced in the Policy.
