The record

Alhaji Kam Salem succeeded Louis Edet in 1966 and led the Nigeria Police Force through the Nigerian Civil War (1967–1970) and the early oil-boom years of the Gowon administration.

He served simultaneously as Federal Commissioner for Internal Affairs in the Gowon cabinet — one of the few holders of the office to combine the role with a substantive ministerial portfolio.
