Author of the 1951 Macpherson Constitution — the first prepared after province-by-province consultation, which produced the regional parties (AG, NPC, NCNC) that defined Independence-era politics.
Sir John Stuart Macpherson (1898–1971) presided over the Enugu Coal Miners' Massacre (18 November 1949 — Iva Valley) and the 1953 Kano Riots, but is best remembered as the Governor who consulted Nigerians on the constitution that bears his name.
The 1951 Macpherson Constitution introduced ministerial responsibility, regional executive councils and federal-level elections. It was the first instrument of self-government on which the dominant regional parties — the Action Group, the Northern People's Congress and the NCNC — campaigned. He chaired the 1953 London and 1954 Lagos constitutional conferences that produced the Lyttelton Constitution (1954) under which Nigeria became a federation.
