The record

Zainab Ahmed, born 28 June 1960 in Kaduna, served as Minister of State for Budget and National Planning from 2015 before assuming the full Finance portfolio on Adeosun's resignation in September 2018.

She presided over the 2019 Finance Act (the first in two decades), four further Finance Acts (2020–2023), the COVID-19 fiscal response, and the implementation framework of the Petroleum Industry Act 2021.

She left office on 29 May 2023 with public debt at ₦77 trillion, up from ₦12 trillion when she took office — a debt trajectory her successor Wale Edun has cited as central to current fiscal policy.
