Rilwanu Lukman (1938–2014) of Zaria served three times as President of the OPEC Conference and as OPEC Secretary-General from 1995 to 2000.
Recalled by Yar'Adua in 2008 to lead the original draft of the Petroleum Industry Bill — the legislation that, in a substantially revised form, was finally passed as the Petroleum Industry Act 2021 — he was Minister of Petroleum Resources until his health forced his retirement in 2010.
