The record

Following Nigeria's accession to OPEC on 12 July 1971, Head of State Gen. Yakubu Gowon held the substantive Petroleum portfolio personally, with M.O. Feyide as Permanent Secretary and Nigeria's OPEC Governor.

The convention of the Head of State holding the Petroleum portfolio — or appointing only a Minister of State — has been continued by Generals Obasanjo, Babangida, Abacha and Abubakar, and by Presidents Yar'Adua, Jonathan, Buhari and Tinubu (Buhari and Tinubu held it substantively).
