Frames active labour-market interventions through the National Directorate of Employment (NDE). The Nigerian Skills Qualification Framework (NSQF) is the principal vocational-training implementation track. Nigeria's combined unemployment + under-employment rate exceeded 56% on the old NBS methodology (2021); the rebased 2024 series places headline unemployment at approximately 5%.
