Four Acts signed simultaneously by President Bola Tinubu on 26 June 2025 on the recommendation of the Presidential Committee on Fiscal Policy and Tax Reform (Taiwo Oyedele, Chair). Commencement: 1 January 2026. The Nigeria Tax Act consolidates CIT, PIT, VAT, Capital Gains, Stamp Duties, Hydrocarbon Tax and the new Development Levy into a single statute. The Nigeria Tax Administration Act unifies administration across federal, state and FCT tiers. The Joint Revenue Board Act replaces the Joint Tax Board and creates the Tax Ombud. The NRS Act renames FIRS to the Nigeria Revenue Service and assumes some collection functions previously held by NUPRC, NIMASA, NPA and NCC (Customs remains separate). Targets a tax-to-GDP ratio of 18% by 2030, up from ~10.8% at signing.
