What keeps it alive
Equinor (Norwegian state oil company, formerly Statoil) is one of Nigeria's largest oil operators — particularly offshore and in deepwater. The Norway-Nigeria relationship is fundamentally an oil relationship. Norway also funds NGO civil society work in Nigeria through the Norwegian Embassy.

Accountability
Equinor has a better environmental and corporate governance record than some other Niger Delta operators. However, it operates in the same regulatory environment that has enabled chronic spills and community harm. Norwegian government development funding through the embassy partially offsets this — but the basic extractive relationship remains.
