Ownership

Indigenous Nigerian ownership

Why it is on record

Wholly-owned investment-holding vehicle of the Lagos State Government, incorporated 1989 to hold and manage the state's commercial equity in agriculture, oil & gas, infrastructure, real estate, mining and financial services. Through Ibile Oil & Gas Corporation, Ibile Holdings is the only Nigerian sub-national government to hold a direct upstream petroleum lease (OPL 2007 / Aje field marginal interest). The closest sub-national parallel to Odu'a Investment Company — but for a single state (Lagos) rather than the six South-West states — and one of the very few state-government holding companies that has survived four decades without privatisation, dissolution or major scandal.

Record held

Only Nigerian state-government holding company with a direct upstream oil & gas equity interest; among the longest continuously operating state investment vehicles (1989 to date).

Deep dive

Ibile Holdings Limited is the Lagos State investment-holding company, incorporated in 1990 to consolidate the state's portfolio of equity interests in commercial enterprises (Lagos Building Investment Company, Lagos State Lottery, Lekki Free Zone, etc.). It is the Lagos State analogue to Odu'a Investment Company.

Ibile is the institutional vehicle through which Lagos State holds its private-sector equity exposure and is one of the few sub-national investment holdings in Nigeria with assets of national significance.
