Nigeria's first live internet connection went up on 6 November 1995 when Dr. Adetokunbo 'Tokunbo' Olumide of the University of Lagos's RAINBOWNET project routed a 64 kbps leased line from UNILAG's main campus through a NITEL X.25 trunk to MCI's NSFNET gateway in Vienna, Virginia. The Vienna circuit had been negotiated with USAID funding under the Leland Initiative — the same US programme that wired Senegal (1996), Ghana (1996) and Mali (1997). The first email sent from Nigerian soil to a non-Nigerian address went out of UNILAG's Sun SPARCstation on that November morning to a colleague at the University of Maryland; it took 14 seconds to leave the building, 9 hours to arrive (NITEL routed it via Lagos–London–DC).
Commercial internet followed in 1996 when Linkserve (founded by Chima Onyekwere) became the first private ISP licensed by NCC, billing at $US 75 per month for dial-up at 14.4 kbps over NITEL copper. By 2000 there were 18 licensed ISPs and an estimated 115,000 internet users in a country of 120 million — penetration of 0.1%. The real bottleneck was international bandwidth: every Nigerian byte to or from the global internet had to ride NITEL's two satellite earth stations at Lanlate (Oyo) and Enugu, both built in the 1970s for telephone traffic, with a combined ceiling of about 155 Mbps for the entire country.
The submarine cable revolution broke the bottleneck three times. SAT-3/WASC, landed at Lagos in April 2002 — Nigeria's first fibre-optic submarine cable — gave the country 120 Gbps of design capacity, but NITEL held an exclusive landing licence and rationed access at $US 7,500 per Mbps per month, keeping retail prices high. Glo-1, financed by Mike Adenuga's Globacom and landed at Alpha Beach, Lagos on 4 September 2010, was the first wholly Africa-owned submarine cable and broke the SAT-3 monopoly: wholesale bandwidth prices collapsed from $US 4,500/Mbps/month to $US 350 within twelve months. MainOne (landed June 2010), WACS (2012), ACE (2012) and most recently 2Africa (Meta-led, landed Lagos and Akwa Ibom 2023) brought design capacity to over 180 Tbps — more than 1,000× the year-2002 ceiling.
Mobile broadband closed the loop. MTN launched 3G in March 2008; Glo launched 4G LTE in September 2016, the first nationwide LTE network in West Africa; MTN and Mafab won the 5G spectrum auction in December 2021 at $US 273.6 million each and rolled out commercial 5G in August 2022. NCC reports 165 million internet subscribers (Q1 2025), penetration of 74% — almost all on mobile, almost none on fixed line. The 'last mile' of Nigerian internet is a smartphone.
Adoption lag — closing fastest of all seven: ARPANET 1969, UK academic JANET 1984, commercial UK 1992 → Nigeria 1995 academic, 1996 commercial = 3–4 years at launch (the shortest lag of any technology in this series). Penetration lag, however, persists: UK crossed 75% internet penetration in 2010; Nigeria crossed it in 2023 — a 13-year densification gap still narrowing.
The pattern of the series, summarised: Press 1846, Telegraph 1886, Telephone 1893, Radio 1932, Television 1959, GSM 2001, Internet 1995. Six of the seven technologies arrived in Nigeria within 10–50 years of their British debut. The two with the shortest install lag — internet (3 years) and GSM (9 years) — are the two where the federal government auctioned spectrum to private operators in $US instead of running it as a parastatal monopoly. Wherever Nigeria treated communications as a public-utility monopoly (P&T, NBC, NTA, NITEL) the densification lag widened. Wherever it auctioned the spectrum and licensed the operators (NCC 2001, NCC 2003, NCC 2010, NCC 2021), the gap closed.
