Senators (Fourth Republic)

*Each state returns three senators regardless of population — section 48 of the 1999 Constitution. Kano, with 9.4 million people at the 2006 census, and Bayelsa, with 1.7 million, each send three. That equality is the one genuinely federal feature of the National Assembly, and the reason senatorial districts, not population, are the unit of northern and southern parity arguments.*
