*Section 91 of the 1999 Constitution fixes the size of a State House of Assembly at three or four times the number of federal House seats the state holds, with a floor of 24 members and a ceiling of 40. In practice almost every Assembly sits at the floor or the ceiling, which is why a state with three times another's population may have only a few more state legislators.*
