The numbers#
  • 2025 approved budget: ₦444.98 billion (passed by the House of Assembly 24 December 2024, revised up from ₦396 billion as presented 28 November 2024)
  • 2026 approved budget: ₦884.868 billion as presented 25 November 2025 (₦749.49bn capital, ₦135.38bn recurrent)
  • Internally generated revenue (2023, the latest NBS state-level IGR report): ₦30.84 billion (₦21.65bn tax, ₦9.19bn MDA revenue)
  • Debt stock (31 December 2025, provisional): ₦13,478,822,861.56 domestic plus US$108,018,267.02 external (US$73.57m multilateral, US$34.45m bilateral)
Note#

Ebonyi is the only South-East state carrying bilateral external loans alongside multilateral ones. Its 2026 proposal is roughly double the 2025 figure the Assembly passed, against a 2023 IGR worth under four per cent of it. The 2025 figure recorded here is the sum the House passed; the date and amount of gubernatorial assent were not confirmed in this pass, and the 2026 figure is the amount presented rather than signed. The monthly Federation Account receipt is omitted: no per-state line from a primary release was confirmed.
