Overview#

Delta is the second-largest oil-and-gas producing state in absolute terms after Akwa Ibom (and in some quarters the largest), and the only state that hosts a fully integrated petrochemical chain: Warri Refinery (NNPC), Eleme-style petrochemicals not present here, but the Warri petrochemical plant, the Escravos Gas-to-Liquids (EGTL) plant, the Sapele Power Station, the Aladja and Delta Steel Complex, and the Forcados, Escravos and Warri export terminals.

Geology & Deposits#

Niger Delta — Warri, Forcados, Escravos sub-provinces. Forcados-Light, Escravos-Light, Brass-Light, Warri-Light grades. Stacked Agbada reservoirs. Key fields. Forcados-Yokri, Otumara, Saghara, Jones Creek (SPDC-divested); Olero Creek, Escravos terminal feeders (Chevron); Otorogu, Opuama, Tunu, Ughelli East/West (gas). Gas. Delta hosts the largest single concentration of gas-processing capacity in Nigeria — Utorogu, Ughelli, Oben, Sapele, plus the EGTL. Other minerals. Silica sand (Ughelli), kaolin, lignite (Ogwashi-Asaba lignite), river-bed sand.

Operators & Output#

- Chevron Nigeria — Escravos terminal, EGTL, Escravos Gas Plant. - Renaissance Africa Energy (post-SPDC) — Forcados terminal, Otumara, Saghara. - Heritage Energy — divested OML 30 (acquired from Shell 2012). - Seplat Energy — OMLs 4, 38, 41 (acquired from Shell 2010); Oben gas hub; Sapele gas processing. - NNPC Warri Refining & Petrochemical Co Ltd (WRPC) — 125,000 bpd refinery, restarted in test-run mode December 2024. - NDPHC Transcorp Sapele Power — 1,020 MW gas-fired plant.

Crude output: 400,000–600,000 bpd (state share). Gas: >1.5 bcf/d.

Host-Community & Revenue#

Delta is consistently in the top three derivation recipients. The Itsekiri-Ijaw-Urhobo communal tensions of the late 1990s (Warri Crisis 1997, 1999, 2003) were partly fights over oil-revenue access. The 13% derivation funds the Delta State Oil Producing Areas Development Commission (DESOPADEC), created 2007.

Current Status#

Producing: every major Delta field. Restarting: Warri Refinery (December 2024 test). Dormant: Delta Steel (Aladja), Ogwashi-Asaba lignite.
