*A state budget in Nigeria is a statement of intent, not a record of spending. The number signed in December is routinely revised mid-year and rarely implemented above 70% on the capital side. Read the figures below as the size of the claim, and the IGR line as the size of what the state can raise without Abuja.*
The numbers#
- 2025 approved budget: ₦979,228,818,719 (signed 4 December 2024; ₦630.46bn capital)
- 2026 approved budget: ₦1.664 trillion as presented 26 November 2025
- Internally generated revenue (2023, the latest NBS state-level IGR report): ₦114.09 billion (₦90.91bn tax, ₦23.18bn MDA revenue)
- Debt stock (31 December 2025, provisional): ₦248,831,594,567.66 domestic
Note#
Delta's domestic debt has fallen by roughly ₦55 billion since December 2022, the direction of travel its 2025 budget title claimed. Its 2023 IGR is the fifth largest of any state. The 2026 figure is the amount presented: no signing release stating the assented sum was traced. External debt and the monthly Federation Account receipt are omitted for the same reason.
