Traditional Rulers — pre-colonial polities (pre-1879)#
Bayelsa is the historic core of Ijaw civilisation — the largest single ethnic-nationality block in the Niger Delta. Pre-colonial polities included the Nembe Kingdom (Amanyanabo of Nembe, founded c. 1400), the Brass (Twon-Brass) Kingdom, the Kolokuma–Opokuma clan-republic, the Ogbia clans (Otuoke is President Goodluck Jonathan's birthplace), and the Mein and Akassa Atlantic-coast kingdoms. Nembe and Brass were two of the four pre-colonial city-states (with Bonny and Old Calabar) that controlled the 18th–19th century palm-oil and slave trade — the Akassa Raid of 27 January 1895 under King Frederick William Koko of Nembe sacked the Royal Niger Company depot and provoked the British Brass Expedition of 1895. Reigning Amanyanabo of Nembe-Bassambiri: HRM King Edmund Maduabebe Daukoru (since 2008; former OPEC Secretary-General 2006).
Colonial era (1900–1960)#
The Niger Coast Protectorate (1893–1900) was absorbed into the Southern Protectorate (1900–14) and then Eastern Region (1939–60). Brass was the original capital of the Niger Coast Protectorate before the move to Calabar (1893) and then Lagos (1906).
Eastern Region Premiers (1954–1966)#
- 1954–1959 — Dr. Nnamdi Azikiwe (NCNC).
- 1959–1966 — Dr. Michael Okpara (NCNC); the Ijaw question (Willink Commission, 1958) was raised in this period without resolution — Isaac Boro's 12-day Niger Delta Republic followed in February 1966.
Rivers State military Governors (1967–1996)#
The territory sat inside Rivers State (created 27 May 1967 by Gowon under the 12-state structure to satisfy the Willink minorities case) covering present-day Rivers + Bayelsa. • 1967–1975 — Lt. Cdre. Alfred Diete-Spiff, founding Military Governor — an Ijaw himself (Twon-Brass-born), the youngest Military Governor in Nigerian history at 25. • 1975–1978 — Col. Zamani Lekwot. • 1978–1979 — Cdre. Suleiman Saidu. • 1979–1983 — Chief Melford Okilo (NPN), Second Republic civilian Governor of Rivers. • 1984 — Police Commissioner Fidelis Oyakhilome (Buhari-era). • 1986–1988 — Col. Anthony Ukpo. • 1988–1990 — Col. Godwin Abbe. • 1990–1992 — Col. Ernest Adeleye.
Third Republic civilian Governor (1992–1993)#
- 1992–1993 — Chief Rufus Ada George (NRC) — first Third Republic civilian Governor of Rivers; Bayelsa LGAs were within Rivers.
Rivers military Administrators (1993–1996)#

Bayelsa State military Administrators (1996–1999)#
Bayelsa was created on 1 October 1996 by Abacha, excised from Rivers — the smallest state in the federation by population and the only one largely below sea level. • 1996–1998 — Lt. Col. Phillip Ayeni, founding Military Administrator. • 1998–1999 — Navy Capt. Omoniyi Caleb Olubolade.
Fourth Republic civilian Governors (1999–present)#
- 1999–2005 — Diepreye Solomon Peter Alamieyeseigha (PDP) — first civilian Governor; arrested in London September 2005 for money laundering, jumped bail dressed as a woman, returned to Nigeria, impeached 9 December 2005.
- 2005–2007 — Dr. Goodluck Ebele Jonathan (PDP) — Deputy who succeeded Alamieyeseigha; left Bayelsa in 2007 to run as Yar'Adua's Vice-President; later President 2010–15.
- 2007–2012 — Chief Timipre Sylva (PDP) — election re-run after September 2007 court annulment; later Minister of State for Petroleum 2019–23.Election Crisis Pattern
- 2012–2020 — Hon. Henry Seriake Dickson (PDP) — re-elected 2016 under the "Bayelsa restoration" platform.
- 2020–present — Senator Douye Diri (PDP) — declared Governor 14 February 2020 after the Supreme Court disqualified APC's David Lyon's running mate one day before inauguration (the "sacking on the eve of swearing-in" judgment); re-elected 2023.
