*A state budget in Nigeria is a statement of intent, not a record of spending. The number signed in December is routinely revised mid-year and rarely implemented above 70% on the capital side. Read the figures below as the size of the claim, and the IGR line as the size of what the state can raise without Abuja.*
The numbers#
- 2025 approved budget: ₦955 billion (signed 30 December 2024)
- 2026 approved budget: ₦1,584,271,856,630 (signed January 2026; ₦416.59bn recurrent, ₦1.168tn capital)
- Internally generated revenue (2023, the latest NBS state-level IGR report): ₦43.18 billion (₦36.07bn tax, ₦7.11bn MDA revenue)
- Debt stock (31 December 2025, provisional): ₦84,846,919,168.61 domestic plus US$55,455,043.34 external (multilateral only)
Note#
Akwa Ibom's 2026 budget is two-thirds larger than its 2025 one, almost entirely on the capital side. Its internally generated revenue is worth under a twentieth of that budget — the rest arrives from the Federation Account, chiefly as oil derivation. The monthly Federation Account receipt itself is omitted: no per-state line from a primary release was confirmed in this pass, and reports of a mid-year expansion of the 2025 budget could not be tied to a signed instrument.
