Chair: former CJN Mohammed Uwais. 23-member committee. Key recommendations: independent INEC appointment, prosecution of electoral offenders, proportional representation.

Comprehensive electoral reform recommendations partially implemented via the Electoral Act 2010 and the 4th Constitutional Alteration. The prosecution of electoral offenders (Electoral Offences Commission) and proportional representation recommendations were not adopted.
