Sets a 35% affirmative-action target for women in public-sector appointments — a target subject to a 2022 Court of Appeal mandamus judgment in the Women in Politics suit. Implementation is constrained by the persistent gender gap in elected office: the 10th National Assembly is 4% female, the lowest in any G24 country.
