Domesticates the 2006 ECOWAS Convention on SALW. Establishes the National Centre for the Control of Small Arms and Light Weapons under ONSA. Implementation is constrained by the porous Nigeria–Niger, Nigeria–Cameroon, Nigeria–Chad and Nigeria–Benin land borders.
