National Anti-Corruption Strategy 2017 — 2021 (extended)

Five pillars — prevention, public engagement, ethical re-orientation, enforcement, recovery.

Statutory basis

Corrupt Practices and Other Related Offences Act 2000; Economic and Financial Crimes Commission Act 2004; Proceeds of Crime Act 2022

Five-pillar framework coordinated through the Inter-Agency Task Team chaired by the Attorney-General of the Federation. The 2022 Proceeds of Crime (Recovery and Management) Act is the principal statutory innovation, vesting recovery management in the AGF and consolidating multi-agency asset-tracing. Recovery proceedings on the Abacha loot ($3.6bn returned across 2005, 2017, 2020, 2024 tranches) remain the largest-value implementation case.
