Replaces the 2006 Forest Policy. Targets reversal of the estimated 3.7% annual rate of forest loss, implementation of the Nigeria FREDD+ programme (Cross River pilot extended nationally), and the development of voluntary carbon-credit markets. Implementation is constrained by State land-tenure jurisdiction under the Land Use Act 1978.
