Designed in response to the herder-farmer conflict crisis. Targets sedentarisation of pastoralists through model ranches across 10 pilot States. Implementation has been highly uneven — only Plateau, Adamawa, Kaduna and Nasarawa have substantially operationalised pilot ranches; many Southern and Middle-Belt states have declined participation.
