The Cement Armada

Over-ordering of cement by federal ministries (principally the Ministry of Defence under Gen. Iliya Bisalla) collapses Lagos port. By mid-1975, 455 ships are anchored off Apapa demanding ~$4,100/day demurrage; total fleet over the crisis exceeded 1,600 vessels.

Distinct from FESTAC '77. In 1974–75 the Federal Ministry of Defence and other agencies issued contracts for ~16 million tonnes of cement against a Lagos port capacity of ~1 million tonnes/year. By mid-1975, 455 ships were anchored off Lagos demanding ~$4,100/day demurrage; the total fleet across the crisis exceeded 1,600 vessels. The Federal Government paid demurrage on undelivered cement for years. The Murtala government's Cement Tribunal (Justice Ayo Irikefe, 1975) found systematic over-ordering, kickbacks and the suspension of Gen. Bisalla (later executed for the Dimka coup attempt). Documented losses ran to at least $2bn.
