Hon. Justice Doris Okuwobi (rtd) chaired the panel investigating SARS abuses and the Lekki Toll Gate shooting of 20 October 2020. 309-page report submitted November 2021 finding 'massacre in context' at Lekki. The Lagos State White Paper accepted the report in part; family compensation awards have been disputed.
