Key recommendations: independent INEC appointment by NJC, prosecution of electoral offenders by an Electoral Offences Commission, proportional representation. Partially implemented via the Electoral Act 2010 and the 4th Constitutional Alteration; the prosecution and PR recommendations were not adopted.
