Mohammed Dikko Abubakar was appointed IGP at the height of the Boko Haram insurgency — between the bombing of Force HQ (June 2011) and the Chibok schoolgirls' abduction (14 April 2014). He launched a 'reform agenda' for the Force that included the disbandment of unauthorised roadblocks.
