What keeps it alive

Gaddafi's Libya had complex ties with northern Nigeria — funding Islamist networks, allegedly funding MKO Abiola's 1993 campaign, and Gaddafi personally intervened in Sharia debates in northern Nigeria in the 1990s. Post-2011, Libya became a major transit route for Nigerians attempting to cross to Europe — with documented slavery and detention of Nigerian migrants.
