Odu'a Investment Company (OIC) is the surviving industrial inheritance of Chief Obafemi Awolowo's Western Region — wholly owned by the six South-West state governments (Ogun, Ondo, Oyo, Osun, Ekiti, Lagos) and incorporated on 18 July 1976 as the holding vehicle for the Western Region's assets after the 1976 state-creation reforms. Odu'a Telecoms Limited (OTL) was its early-Fourth Republic telecoms subsidiary, licensed under the 2003 NCC liberalisation as a private telecommunications operator (PTO) using fixed-wireless CDMA in South-West Nigeria. The unique structure — six state governments jointly running a competitive private company — has no parallel anywhere else in Nigeria.

Odu'a Telecoms Limited (OTL) is the telecoms subsidiary of Odu'a Investment Company Limited, the holding company established in 1976 by the six states of the former Western Region (Lagos, Ogun, Oyo, Osun, Ondo, Ekiti) as the successor vehicle to the assets of the Western Region Marketing Board and the Western Nigeria Development Corporation. Odu'a is the only inter-state regional holding company in Nigeria and its portfolio includes the Cocoa House (Ibadan), Western Hotels group, Wemabod Estates, Lafia Hotel, and stakes in numerous listed companies.

OTL is the telecoms arm. Odu'a Investment itself is the institutional residue of the Awolowo regional-government period and a working demonstration of inter-state asset-pooling.

Accountability

Periodic disputes between the six owner-states over board appointments and dividend distribution are documented in OIC Annual Reports and in Western Nigeria House of Assembly proceedings.
