Olayemi Cardoso (b. 1957) was Commissioner for Economic Planning & Budget in Lagos State under Tinubu (1999–2005) and Chairman of Citibank Nigeria.

Under his tenure the CBN has pursued an explicit pivot to orthodox monetary policy: the MPR was raised from 18.75% (September 2023) to 27.50% by November 2024, the highest in two decades; the FX market was unified at willing-buyer/willing-seller in February 2024; and the official window was renamed NAFEM/EFEMS.
